Canada is drawing in fewer elite foreign researchers

Foreign postdoctoral fellows — PhD-holders recruited onto temporary work permits to lead and staff Canadian research — are a leading indicator of the country's pull on global scientific talent. New arrivals have fallen since 2021 to 1,550 in 2024, fewer than half the 2019 level and below where the count stood in the early 2000s. Among earlier arrivals, the share who go on to settle permanently has also slipped.

Postdoctoral fellows occupy a specific niche in the research economy: time-limited, mobile, and concentrated at the productive frontier of science. Canada recruits them through the International Mobility Program (work-permit exemption code C44). Because the appointment is transient by design, this metric reads in two parts — attraction (are they still coming?) and retention (do they convert to permanent residents and stay?). Attraction is the more current signal; retention can only be measured years after arrival.

How this differs from Talent retention and anchoring. The two are complementary halves of one talent funnel. This metric reads the inflow — Canada's pull on globally mobile foreign researchers, and whether those who arrive convert to permanent residency and stay. Its companion reads the outflow — whether the talent Canada has already trained (its own university graduates) and settled (skilled immigrants here) leaves for higher returns elsewhere. The populations are distinct (inbound foreign postdocs here; domestic graduates and resident immigrants there) and the sources differ (Longitudinal Immigration Database here; graduate tax-filing there), so the PhD and researcher figures on the two pages are not the same people. Together they answer the whole question: are the best still coming, and are the best we have staying?

Attraction: the inflow has thinned

Annual arrivals of foreign postdoctoral fellows fluctuated between roughly 2,100 and 3,400 across the 2000s and 2010s. After the COVID-era trough of 1,260 in 2020, inflows briefly recovered, then fell steadily: 2,811 in 2021 to 1,550 in 2024. The share of all new work-permit holders that postdocs represent fell further still — from 3.0% to 0.3% — but that ratio is partly an artifact: it shrank mostly because other temporary-worker categories ballooned after the mid-2010s, not because postdoc numbers fell by the same magnitude. The count is the cleaner signal, and the count has clearly turned down.

Retention: a slower, lagged decline

Retention is measured by how many of each arrival cohort obtain permanent residency over the years that follow. Among postdocs who received their first permit in 2000–04, 28% had become permanent residents within 10 years; this eased to 26% for 2005–09 and 22% for 2010–14. Most of the conversion happens in the first five years, after which the curves flatten. The five-year rate dipped to 16.8% for the 2010–14 cohort but recovered to 19.5% for 2015–19 — so the aggregate retention story is a gradual erosion, not a freefall.

The two halves of the metric reinforce each other. Retention is structurally lagged — there is no 2024 retention figure, only outcomes for cohorts that arrived a decade or more ago. But because the inflow has already collapsed and the cohorts we can measure were converting to permanent residency at falling rates, the unobserved recent retention is unlikely to surprise on the upside.

Note: the aggregate retention decline is concentrated in Eastern Asia, and within it China — the China share of East-Asian postdocs rose from 66% to 80% across cohorts while their five-year PR rate fell from 36% to 8%, likely reflecting rising opportunities at home. Most other source regions held steady or recovered in the latest cohort. Statistics Canada reads the overall pattern as brain circulation — the normal mobility of internationally connected research careers — rather than brain drain.

Why it matters: who Canada lets go

Postdocs who do stay are unusually productive earners. Among permanent residents who remain active and employed, former postdoctoral fellows out-earned other International Mobility Program entrants by roughly 13–16% in their first year after admission, widening to about 31% by year eight. They earned around 51% more than Temporary Foreign Worker Program participants by year ten, and roughly twice as much as immigrants admitted directly from abroad. The human-capital loss when these researchers leave is therefore both fiscal — foregone high-bracket income tax — and, harder to price, the innovation leadership they would otherwise have anchored.

Two readings of the same numbers. Statistics Canada frames low long-term retention as brain circulation — Canada serving as one node in globally mobile research careers — and cautions that retention alone understates postdocs' contribution. The trade press that surfaced the study read it as a competitiveness emergency. The defensible middle: the recent attraction decline is real and current; the retention decline is genuine but modest and partly a China-returns-home effect.

Finding 1

Inflows have fallen sharply since 2021

New postdoc arrivals dropped from 2,811 (2021) to 1,550 (2024) — under half the 2019 peak of 3,299, and below early-2000s levels. This is the most current and least ambiguous part of the metric.

Finding 2

The "0.3% share" overstates the collapse

Postdocs' share of new work permits fell 3.0%→0.3%, but mostly because other temporary-worker streams surged. A cleaner gauge — postdocs per Canadian-trained doctorate holder — fell more modestly, from 0.44 (2010) to 0.25 (2023).

Retention is eroding, and it is lagged

Ten-year PR conversion fell 28%→22% across cohorts. No current figure exists; but with inflows already down and measured cohorts converting more slowly, recent retention is unlikely to be better.

Those who stay are high earners

Retained postdocs out-earn other IMP entrants by ~13–16% in year one (~31% by year eight) and TFWP entrants by ~51% by year ten — making the attrition a real fiscal and innovation cost.

  5. Framing. StatCan reads the pattern as "brain circulation," consistent with internationally mobile research careers, and warns that retention indicators alone understate postdocs' contribution — a counterpoint to the "crisis" framing in the secondary trigger source (Better Dwelling, 24 June 2026).
  6. No clean G7 comparator. There is no internationally comparable "PR-within-X-years" postdoc series. OECD doctoral-graduate stay-rate figures cover students (not postdocs), are older, and use a different concept, so no G7 proxy chart is drawn — the page is Canada-over-time by design rather than filled with a mismatched cross-section.
